The (Reformed) Stability and Growth Pact: An Instrument of Economic and Budgetary Governance in the European Union
The Stability and Growth Pact (SGP) provides the framework for monitoring public budgets and socio-economic policies of European Union member states. The 2024 reform emphasizes reducing public spending to contain deficits and debt, while allowing a limited exception for certain strategic investments.
This lecture will provide an overview of the new procedures, the actors involved, and the challenges for economic, budgetary, and democratic governance in the European Union. It will also explore how the reformed SGP addresses contemporary challenges, including ecological transition, defense and security, innovation, social cohesion, and competitiveness.
Speaker:
Marc Leroy, Emeritus Professor of Sociology and Public Finance, Researcher at the Department of Taxation and Public Finance, University of Paris 1-Sorbonne. His research focuses on European governance, public finance, and the interplay between economics, law, and politics in institutional responses to public issues.
Throughout his career, he has published extensively on EU budgetary and fiscal policies, the evolution of economic governance mechanisms, and democratic challenges related to supranational decision-making. His multidisciplinary comparative approach situates the European experience within broader contemporary debates on public action, legitimacy, and the role of public institutions in times of crisis.
