Mr Guimont occupied a number of Deputy Minister positions in the Federal Public Service. In his last assignment as Deputy Minister of Public Safety and Emergency Preparedness, he was responsible for a portfolio covering national security policies and programs, emergency planning and responses, policing and border policies. Prior to this assignment he was Deputy Minister of Public Works and Government Services, where he oversaw programs dealing with major procurements, real estate and the on-going renovation programs of the Parliamentary Precinct. He played a key leadership role in military procurement during Canada鈥檚 mission in Afghanistan. As President of the Canadian Food Inspection Agency, he lead a number of programs related to the BSE (mad cow), avian influenza and other food-plant born diseases. As Deputy Commissioner of the Canada Customs and Revenue Agency, he oversaw the creation of the Canada Border Service Agency. Prior to these assignments, he occupied a number of Executive positions. He was Assistant Secretary-Economic and Regional Development, where he supported Cabinet Ministerial decision making. At Environment Canada he oversaw toxic substances management programs, air quality issues, climate change and regulatory enforcement. Early in his career, he lead Beaufort Sea and High Arctic environmental controls associated with oil and gas exploration activities. As a retirement project, he joined the Mark Motors Group of Companies, as the Director General for the Audi Brand offering.
Mr Guimont, at the request of the Clerk of the Privy Council Office, ran the 2011 workplace Federal Government Charitable Campaign. He was a Board Member of the United Way until 2016. He acted as the Deputy Minister leader for the Federal Government National Manager Community and received a leadership award for his contribution in 2011. Fran莽ois was the Champion Deputy Minister for Ottawa University under the Federal Government university initiative and he was recognized in 2012 with an Award of Excellence by Ottawa University Alumni Association. He received the 2012 Queen Elizabeth II Jubilee Medal.
He is a Board member of the Institut du Savoir de l'Hopital Montfort since 2025, and the same year, he became a Board Member of the MacDonald-Laurier Institue. He is also a Board Member of the Old Ottawa South Community Association.
Mr Guimont received an HBsc in Biology from Ottawa University. He has an MSc in Hydrology from L鈥橧nstitut National de la Recherche Scientifique, and an MSc in Civil Engineering from Laval University.
