Ratana holds a Ph.D. from the University of Victoria, an LLM from Nagoya University, and an LLB from the Royal University of Law and Economics.

Before joining HRREC as the Gordon F. Henderson Postdoctoral Fellow 2025-2026, Ratana undertook study visits and held previous research fellowships, including in New Zealand, Korea, Germany, Estonia and Sweden. Ratana also worked as a law researcher at the Center for the Study of Humanitarian Law (CSHL) in Cambodia from 2014 to 2017 and, since September 2017, has been its senior research fellow. As a researcher and affiliate of the CSHL, Ratana teaches international human rights law to students and provides indirect legal support to the local communities and non-profit organizations.

Ratana also enjoys research. She has experience conducting fieldwork, interviews, and data analysis. Through teaching and training, Ratana has experience working with multi-stakeholders, such as government officials, personnel from local organizations, the marginalized communities, the private sectors, and international organizations, particularly in Cambodia. She has presented her work at some conferences and has peer-reviewed publications. She has also co-edited working papers and, currently, a book, and contributed to a few submissions submitted to the United Nations bodies.
