  4. Suites au proc猫s-verbal / Business Arising from the Minutes  

    (IRCC) updates: Following the federal decision of January 2024 to cap the number of international study permits that can be submitted, Ontario has received 235,000 of the 606,250 Canadian quota, resulting at 39% of the federal share. The national approval rate is estimated at 60%, which is anticipated to result in 141,000 study permits for Ontario鈥檚 institutions. A reminder that this quota does not apply to master鈥檚 and PhD students.  

    Cible d鈥檃dmission鈥: Le vice-provost souligne le travail accompli par tout le monde durant cette ann茅e de transition, la premi猫re ann茅e avec des cibles d鈥檃dmission aux 茅tudes sup茅rieures.  

    脌 cette date, les acceptations re莽ues sont en avance sur celles re莽ues l鈥檃nn茅e pass茅e au m锚me moment. Ce chiffre fluctue pour les diff茅rents profils d鈥櫭﹖udiants.  

    Chaque facult茅 a re莽u son objectif budg茅taire, cet objectif peut 锚tre atteint soit en engendrant des revenus additionnels, en adoptant des coupures ou une combinaison des deux approches. L鈥檈mphase doit 锚tre mise sur la conversion des offres pour atteindre la cible d鈥檌nscrits de septembre 2024. Le vice-provost partage avec les membres du Conseil des statistiques ventil茅s par programme (Maitrise, PhD) et statut l茅gal (Canadien, international). Il encourage les facult茅s 脿 continuer leurs efforts pour rencontrer les cibles durant les mois 脿 venir, notamment en visant r茅duire l鈥檃ttrition.  

    Academic Regulation A-8 - Evaluation of Student Learning: A the Academic Regulation A-8: Evaluation of Student Learning has not been approved by Senate, thus, an electronic vote will be needed.

    The key issue has been related to section A-8.6 Justification of absence from an examination or of late submission of assignments, related to providing a justification of an absence from an examination, or for assignment. The recent changes had resulted in major issues at the level of the faculties, mostly at the undergraduate level. A revised document will be voted at the Council on Undergraduate Studies on May 2 for this precise section.

    Il est important que ceci soit ensuite examin茅 par le Conseil des 茅tudes sup茅rieures. Il sera n茅cessaire d鈥檃voir un vote 茅lectronique, afin que les changements puissent 锚tre vot茅s par le S茅nat, et ensuite entrer en vigueur pour septembre 2024.  

  5. Rapport du vice-provost / Vice-Provost鈥檚 Report  

    Master鈥檚 degree: As part of the response to the Blue Ribbon Panel, Minister Dunlop also proposed a regulation amending the regulation: (under the Postsecondary Education Choice and Excellence Act, 2000) to allow the Minister authority to grant consent to publicly assisted colleges meeting certain conditions to offer master鈥檚 degrees. OCGS didn鈥檛 support the initiative and has sent a response to the Minister.

    CUPE collective agreement: A new collective agreement has recently been approved by CUPE employees and by the Board of Governors. This agreement is effective immediately and covers the Sept 2022-Aug 2025 timeframe.  

    Cette entente solutionne plusieurs enjeux de relation de travail. La r茅solution se passe 脿 la suite de 16 mois de n茅gociations, et 2.5 jours de conciliation. La communaut茅 universitaire peut se f茅liciter de la r茅solution n茅goci茅e, 茅tant donn茅 le nombre de conflits de travail dans le secteur chez nos homologues.

    Ententes internationales renouvel茅es:  

    , a consortium to help recruit international candidates, has recently expanded its geographical footprint to Central America and Mexico. The consortium has expanded cooperation to encompass the provision of both degree-seeking and short-term, skills-based training services with national ministries of education, state-level education agencies, and private enterprises. CALDO also received significant funding from Export Development Canada (EDC) to conduct international missions with its Canadian university members. This point is particularly salient since EDC subsidizes half of the travel costs. Further to a full analysis, we stand to benefit financially (and strategically) by rejoining. For these reasons, the University of Ottawa has renewed their contract with CALDO for one year.

  6. Rapport du vice-provost associ茅 / Associate Vice-Provost鈥檚 Report  

    SLICCs: The Associate Vice-Provost presented to the Council a new initiative presented and discussed at the Council on Undergraduate Studies (CUS). SLICCs (student led, individually created courses) are an experiential learning model offered in collaboration with the University of Edinburgh. They are empty courses filled with experience and structured by reflection. The students define the content and the learning projection. The University defines the process to receive academic credit. These courses can be work placements, internships, volunteering, or programs integrating academic with their professional learning.

    Rencontres avec les facult茅s鈥: le vice-provost associ茅 a rencontr茅 les facult茅s pour 茅valuer les cours actifs et inactifs pour assurer que celles-ci affichent une s茅lection de cours r茅aliste aux 茅tudiants. Il a aussi discut茅 des cours 脿 petit effectif dans l鈥檕ptique d鈥檕ptimiser l鈥檜tilisation des ressources et am茅liorer l鈥檈xp茅rience 茅tudiante.  

    Supervision:  

    The Associate Vice-Provost, Professor Fennell, thanked all the faculties for their feedback on the Guide of best practices on Supervisory Relationships. The guide will be presented for discussion at the Strategic Committee鈥檚 meeting next week.  

    OCGS Principles for Graduate Supervision: was published in June of last year. Since then, the Canadian Association of Graduate Studies have taken on the translation of the document, which is now available for circulation.

    A is scheduled for May 31st, 2024 in partnership with Memorial University of Newfoundland,鈥痑nd will seek to foster dialogue amongst graduate supervisors regarding best practices in graduate supervision. Members of Council are invited to attend.

  7. Rapport de la vice-provost associ茅e / Associate Vice-Provost鈥檚 Report  

    Bourses : Le budget f茅d茅ral 2024 fut une bonne nouvelle pour nos 茅tudiants aux 茅tudes sup茅rieures et nos postdoctorants. Les r茅cipiendaires des bourses des trois agences recevront plus d鈥檃rgent pour chacune de leur bourse et un plus grand nombre de bourses sera octroy茅.  

    The associate vice-provost assured the Council that all pertinent future information will be relayed to them as soon as available. In the meanwhile, she shared, with the members, the following known information:  

    • The Canada Graduate Scholarships - Master's Program (CGS-M): will see an enhancement from $17,500 to $27,000.
    • The scholarships awarded to doctoral students will be merged into one scholarship offering at $40,000 per year. From our understanding, only the Canada Graduate Scholarships - Doctorate Program (CGS-D) will remain, eliminating the other level of scholarship and Vanier, and henceforth, the discrepancies between agencies.  
    • Same for the postdoctoral level scholarships: the agencies鈥 fellowships will be merged into one award offering $70,000 per fellowship. This also aims at eliminating the Banting Postdoctoral Fellowships Program and the discrepancies between agencies.  

    Academic Integrity Module: The working group will be meeting this week to make a recommendation to the Strategic Committee on Graduate and Postdoctoral Studies regarding the implementation of the module, and whether it will be mandatory to all graduate students.  

    PDP : Le programme de d茅veloppement professionnel qui vous a 茅t茅 pr茅sent茅 portera le nom de Programme de comp茅tences transf茅rables / Transferable Skills Program.   1. Approbation du cadre de cotutelle / Approval of a Cotutelle Framework

    Le programme de cotutelle a 茅t茅 suspendu l鈥檃n dernier pour r茅vision. Un groupe de travail, compos茅 du vice-provost aux 茅tudes sup茅rieures et postdoctorales, le vice-provost associ茅 aux 茅tudes sup茅rieures et postdoctorales, trois vice-doyennes et vice-doyens aux 茅tudes sup茅rieures, la vice-rectrice associ茅e, international et le directeur de recherche internationale et apprentissage exp茅rientiel, s鈥檈st pench茅 sur son 茅valuation.  

    Le Conseil a approuv茅 deux recommandations soumises par le groupe en d茅cembre. La premi猫re recommandation est l鈥檃ctualisation du programme de cotutelle a pour but de鈥:

    • R茅viser les crit猫res d鈥檃dmissibilit茅;  
    • Assurer un alignement avec les objectifs des 茅tudes sup茅rieures, d鈥檌nternationalisation et de recherche
    • Soutenir les collaborations strat茅giques, notamment dans le monde francophone  
    • R茅duire les d茅fis li茅s 脿 la gestion complexe des ententes de cotutelle  
    • Adresser les d茅fis li茅s 脿 l鈥檈xp茅rience 茅tudiante.  

    Le cadre a 茅t茅 pr茅sent茅 par le vice-provost associ茅 Chris Fennell.

  2. 2024-GRAD-CVPESP-03鈥: Cr茅ation du cours RCH 7015: Practicum de recherche 脿 l鈥檌nternational / Creation of a Course: RCH 7015: International Research Practicum

    Presented by Associate Vice-Provost Chris Fennell.

    La deuxi猫me recommandation du groupe de travail s鈥檃gissait de reconna卯tre officiellement les exp茅riences de recherche 脿 l鈥檌nternational. Pour ce faire, la cr茅ation d鈥檜n nouveau cours est propos茅e.

    • Practicum de recherche 脿 l鈥檌nternational; recherche conduite li茅e au projet de recherche ou 脿 la th猫se; dur茅e minimale de 90 heures  
    • Note S (satisfaisant) / NS (non satisfaisant)  
    • Volet Recherche  
    • La permission du programme est requise.  

    L鈥檌nscription 脿 ce cours permettra d鈥櫭﹍iminer les d茅fis li茅s 脿 la gestion complexe des ententes de cotutelle et de simplifier les processus administratifs autant pour les doctorantes et doctorants que le personnel administratif et professoral.  

    Ce cours permettra d鈥檕ffrir une reconnaissance plus large des exp茅riences de recherche 脿 l鈥檌nternational, ce qui n鈥檈st pas le cas actuellement. Cette alternative 脿 la cotutelle s鈥檃joutera dans la promotion des autres m茅canismes pour soutenir la mobilit茅 de recherche internationale au niveau doctoral.

  3. Abolition de la Politique de cotutelle 2008 / Abolition of the 2008 Cotutelle Policy

    Bas茅 sur ces deux recommandations et approbations, nous recommandons donc l鈥檃bolition de la politique de cotutelle approuv茅e en 2008.  

    As cotutelle are defined by the Ontario Quality Assurance Framework and governed under our IQAP and academic regulations, there is no rationale to maintaining a separate policy. We therefore recommend abolishing the cotutelle policy.

The courses will be offered by faculty members from the Leadership Academy.
