Stéphane Giguère, MPA C. Adm./Adm. A., is the Chief Executive Officer (CEO) of Ottawa Community Housing Corporation (OCHC), the largest affordable housing landlord in the National Capital Region and the fourth largest in Canada. He oversees a $3.5 billion real estate portfolio, serving 33,000 residents across 15,000 homes with a commitment to operational excellence, financial sustainability and social impact. Under his leadership, OCHC has become an award-winning organization, recognized for its innovative approaches to affordable housing and resident services.

Since joining in 2014, Stéphane has secured over $1 billion in investments for development and capital repairs, ensuring long-term community benefits and high standards of service. He leads a team of nearly 1,000 employees and contractors and 1,400 volunteers, fostering collaboration to strengthen housing solutions. 

As part of his vision to transform the affordable housing sector, Stéphane is spearheading several key initiatives that address the evolving health needs of OCHC residents including the Complex Care Housing Strategy, HART Hubs (Health, Addiction, Recovery and Treatment Hubs) and Matthew Perry House. 

Beyond his role at OCHC, Stéphane holds key leadership positions across multiple boards. He is a Board Governor at the University of Ottawa, where he chairs the Finance and Treasury Committee and serves on the Executive Committee. He also leads the boards of HPC Housing Investment Corporation and HI-C Issuers Trust and contributes governance expertise as an ex-officio member of the OCH Foundation. A Chartered Administrator (Adm.A) and Chartered Member of the Chartered Institute of Housing (CIHCM), Stéphane exemplifies the intersection of strategic governance and operational excellence, making him a respected leader in housing, finance, and public service innovation.

He holds a Master’s degree in Public Administration from l’École Nationale d’Administration Publique in Québec City and has completed executive management programs at Queen’s, McGill, and Harvard universities.
